Edirne Chamber of Commerce and Industry
In western countries, the forming of institutions such as Commerce Chambers date back to 1700s’.On an equality with those organisms initiated by west, on Turkish side, there exists organisms such as Trade Guilds, Craftsman Organizations and Ahis’, In our country however, such organizations date back to 1876. Later, with a Law no: 13/Cemazivelahir/1923 Enactment, it is decided to institute Commerce and Agriculture Chambers in the cities and towns. According to the decision of Trade Administration( today Ministry) , it is demanded to establish Commerce Chambers within first degree priority in Thessalonica, İzmir, Syria, Halab, Baghdad and second degree priority in Trabzon, Adana, Ankara, Edirne, Hadarendigar and Erzurum. When it is seen that Trade Community happened to be beneficial, in year 1885/1301 a President and members are determined and the formation is presented to the acceptance of Trade Ministry to establish a Commerce Chamber. The establishment of Edirne Chamber of Commerce and Industry in the frame of those laws is gathered obviously from Edirne yearbooks (H. 1301 and 1939 dated). Within the yearbook with ref.no; 1319/1901, there exit the names of Edirne Chamber Members and Trade Courts. From that date to Republic, in a 22 years term, there couldn’t found any explanation. In this term, the realities that the Chamber experienced such as the Balkans War, Kankakee and 1st World War, many wreckages and migrations are the causes of non-registration of the time and today’s current info gap about the course of our Chamber. With the law notice of motion that brings necessity to trade connoisseurs to be legal and compulsory members in the Directory dated September 27, 1341(1925), institutions of Commerce and Industry Chambers have been started to be realized. Hence, this notice of motion has made Chambers that were unable to organize for 40 years to be regarded as occupational organizations and trade connoisseurs to registrant to those institutions. Edirne Chamber of Commerce and Industry also has been founded within the frame of this law and entered upon its duties. Our Chamber which has been established secondarily in the country after Istanbul, will assimilate its struggles never limped until today also in the future to make modern and technological attempts to the benefit of tradesmen and industrialists. Our Chamner has 15 occupation committee. ADMINISTRATION UNIT Terms of Reference: In accordance with 74th article of Law No: 5174 , General Secretary attended by Executive Board conducts the relations of the Chamber with members and public institutions in the frame of given duties and responsibilities. Sphere of Responsibility 1. To list the documents to be given by Chamber according to associated laws and to implement exchange of letters with members and all other public institutions. Applause of copy invoice, prices current, expertise reports, capacity reports, operating certificate and documents prepared for participation in a tender of registered members, copy records and id cards, business machines registration, such foreign trade certifications as ATR, EUR1 and certificate of origin used for export activities, K type emporium certificates, approved copies of documents in Chamber Members file ; completion of controls and signs of all prepared documents and response to all questions of members and other public institutions in spoken or written. 2. To implement the duty of matters pertaining to personnel and case history files of Chamber Staff. General Secretary is the person authorized for discipline and register of Chamber staff. In the frame of associated law and regulations, executes determination and collection on personnel strengths, demonstrates related operations of matters pertaining to personnel and presents all these to Executive Board and follows.3. To prepare draft budget of Chamber and present to Executive Board. Taking the previous data and experiences related to Chamber’s budget into account, to make presentation and inform the commission formed for the preparation of next year’s budget. 4. To keep records of fittings of Chamber and make following. Making records of fittings of Chamber and control regularly. 5. To prepare necessary info and documents related with the correspondence to legislation on the topics of Executive Board and Assembly meetings and present them to Executive Board. To apply the latest conclusions and deliver opinion on the coherence of them with legislation. Implementation of decisions taken within the meetings of Chamber and filing of them, procurement of records in the frame of legislation and checking. 6. To provide and present data for all declarations which will be made by President of Executive Board. To collect data and make report in cooperation with other departments of Chamber on current issues about which President of Chamber will make written or spoken declarations. 7. To make search and provide data base on current issues having effect on the region and country. Taking views and suggestions related to the economy of the region and uttered by the members of Chamber into consideration, reporting these issues to associated authorities, conveying info to the authorities made info demand to the Chamber. 8. To obey all other duties given by Assembly and Executive Board. SERVICES; • Trade Register Office Terms of Reference: To make register of commercial registry of Real or Legal Personalities have merchant qualities and following alterations occur in their conditions, to keep records of these changes; to arrange documents prescribed to be given by Trade Register Office; to book down pledge of assets; to give response to info demands made by governmental organizations related to registered merchants; to execute other works and duties instructed by legislation for Trade Registry Office. Sphere of Responsibility 1. To pursue amendments in Turkish Trade Law by following new declarations and notices related. To follow current modifications in related law and legislation and immediately adopt those changes to present cases, to inform other departments on recent modifications. 2. To realize works executed by Trade Register Office in the frame of law and trade registry legislation. To make registration of commercial Real or Legal Personalities and keep records of alterations occur in their conditions.( Address, appellation, occupation changes, commercial abandonment for Real Personalities and executive board, partners board, general board, cancellation and adjustments in main contract for Legal Personalities)To arrange documents prescribed to be given by Trade Register Office, to book down pledge of assets; to give response to info demands made by govermental organizations related to registered merchants; to execute other works and duties instructed by legislation for Trade Registery Office. • Administrative and Financial Affairs Management Terms of Reference :To execute all financial dealings of the Chamber; to follow matters pertaining to personnel; to provide coordination related to border gates staff of Chamber; to pursuit administrative dealings of Chamber; to deputize related responsibility during absence of General Secretary, to deputize related responsibility during absence of Trade Register Officer. Sphere of Responsibility 1. Accounting To keep income and outcome records of Chamber on related books; to preserve valuable papers like Bolds and Shares; to regulate hiring contracts and follow them; preparing monthly and annual balances, to present them to Executive Board, Assembly and Budget Commission; to suggest essential transfer demands among budget lines and sections to Executive Board and Assembly on time; to adopt determinations and suggestions offered by Budget Commission; to provide care, maintenance, restorage and labelling of building installation and fittings ; to keep record book of fittings; to execute all works related to accounting; to follow member revenues assessment and collection. 2. Personnel Operations To keep files of personel; to prepare files pertaining to new employed personnel; to follow matters pertaining to personnel.( health, retirement funds, payrolls etc.) 3. Administrative Operations To follow administrative dealings of Chamber; to deputize related duties during absence of General Secretary and Trade Register Officer. 4. Operations related with Export and Tractor Trailer Cards To follow Export and Tractor Trailer Cards given by our Chamber in border gates; to contact with TUCSE on related issues; to realize export transactions executed by our Chamber and applouse of them. 5. To provide Coordination of Staff Working in Border GatesTo coordinate ECCI Staff working in Tractor Trailers Offices in border gates. • EU and Foreign Economic Relations Terms of Reference: To lead activities supporting foreign trade; to provide attendance of members and delegations to commercial activities, national and international fairs through opening a stand; to present info service to SMEs dealing with export; to prepare memorandum of understanding with foreign Chambers; to implement relations with Commercial Consultancy, International Institutions, Consulates and such NGOs as DEIK, IKV and such govermental organizations as Exporters’ Union, IGEME and DTM; organization and announcement of ETSIF Fair supported by our Chamber in coordination with Fair Organizor; to arrange meetings and training courses and implementation of them; to prepare and administrate EU projects; to represent Edirne EU Info Relay; to get visa applications and provide invitations essential for visas; to represent TUBITAK institutional contact point. Sphere of Responsibility 1. Commercial Delegations Planning of programme related to visits of foreign delegations to Chamber, announcement of bilateral meeting to members according to interest areas of these foreign delegations, planning of programme related to foreign visits of Chamber delegations, in case of existence of a fair on related dates; organization a visit to those fairs, formation of member lists for bilateral meetings in foreign countries. 2. Presentation of Info Service to SMEs To present related info to members interested in foreign sale and investment, to provide contact info of trade firms essential commercial activities and of govermental or non-govermental institutions of related countries, in case of closeness of related country and familiarity with related institutions, getting in contact and take appointment for the member. 3.Contacts with National and International Institutions To execute continual communication in respect of meetings, projects etc. With national and international institutions. To convey demands of our members. To participate to organized activities of them and encourage them to participate our organizations, to organize common activities in cooperation. 4. Organization of ETSIF Fair and Announcements To make announcements of ETSIF Fair in cooperation with organizator company, to inform members on the activity, to send broshures and posters to Chambers both in the region and foreign countries, to make suggestions to the participator firm on the ground plan. 5. Preperation of EU Projects and Administration Following programmes open for Turkey on web portals related to EU and in case of existence of an open call in relation with dealings of Chamber; to prepare associated projects. In programmes necessiates partnership, to communicate with the Chambers we have close relations and observe whether they will make partnership with us; to prepare partnership statements and related official documents; if needed, to arrange preperation meetings; to give support to the projects of Chambers we have close relations. 6. Activities of Edirne EU Info Relay Office To meet all kinds of info demand related to economic, social and cultural developments in the frame of relations between EU and Turkey AB, generally, to serve civil society standing as an application point, to facilitate accession to EU database, to arrange seminars, worshops and conferences with the participation of experts on EU policies and Relations with Turkey, to distribute cost-free publications of EU Turkey Delegation or different institutions, to provide data on Financial Cooperation between EU and Turkey and arrange artistic and cultural activities in order to provide interaction between EU and Turkey, to provide response to the questions came to Relay Office in advance, if the answers are not possible within knowledge of representatives, to convey related questions to related institutions and to conduct answers came from the institutions to info demander, to prepare annual activity plan, to form monthly reports, to make subject research for the related news section of local newspapers, to prepare promotional materials peculiar to our region, to control printing works of posters for office and meetings. 7. To Follow Visa Applications and Provide Essential Invitations To lead our members to complete preperation od essential documents and make visa applications to Greece and Bulgarian Consulates on behalf of them, to provide essential invitations and lodge visa fee to the bank. 8. Announcements of TUBITAK To make studies on LIFE, FOOD, IST, NMP, SUSTDEV, CITIZEN, AERO and MOBILITY with the authority given by EU 6th Frame Programme National Coordination Office of TUBITAK as an institutional contact point, to implement communication between Coordination Office and Chamber, to announce info forwarded to our Chamber, to inform FP6 National Coordination Office on the current difficulties and problems, informing the researchers, encourage them to participate to programmes. • Secretaria Terms of Reference: To answer all phone calls for Presidency and transmit others to related departments, to keep records of in and out documents; to follow export, market value dealings and bill certification; to announce meetings of Executive Board and Assembly; to give response to letters sent to Chamber and forwarded to Secreteriat by General Secretary. Sphere of Responsibility 1. Answer to Phone Calls To answer all phone calls for Presidency and transmit others to related departments; to give essential response to calls in case of urgency. 2. To arrange programme and appointments of President. To inform President about invitations, meetings and interview demands and organize programme according to instructions of President; to realize transmission of flower, message etc. 3. In and Out Documents Registration. To make registration of documents of Chamber and then forward them to General Secretary and according to instructions given by General Secretary, to conduct documents to related departments, to give response those have to be realized by secretariat and send them to related places, to make registration of documents formed bu other departments and file them. 4. Export Checking ATR, EUR-1, FORM-A and Certificate of Origins, applouse of them in the frame of export operations and following companies making these export activities and file. 5. Market Values Through market survey, to give answer to questions related to materials to be bought by Institutions. 6. Bill Certification Certification of bills related to Medical Materials forwarded our Chamber for avowal after making a market survey. 7. Announcement of Meetings After making registration of operations realized by Trade Registery Office as in documents, formation of meeting agenda and through taking confirmation of General Secretary and President, announcement of related meeting to Executive Board Members and preparation of agenda files, announcement of Assembly Meetings to Assembly Members after combination of meeting agenda and documents prepared by accountant. 8. Response to In Documents To give response to in documents forwarded by General Secretary ( Consumer Arbitration Court Documents, Commissiom Members Documents, Judicial Court Letters, Ground Expertises etc. ). • Press and Public Relations Coordination Terms of Reference: To follow public relations and press activities of ECCI. Sphere of Responsibility 1. To prepare monthly bulletin of Chamber 2. To prepare magazine of ECCI which is published in every three months period. 3. To follow local newspapers and collect copies of all news related to ECCI, to form an archive 4. To follow all activities of ECCI ( such as meetings, trainings etc.) and make organization of them. • Foreign Trade - Visa Department Terms of Reference: To take visa applications for commercial travels of our members and apply Consulates of related countries, enable commercial visas to our members.
